修改原因：
15号线，车站fep主备切换，备FEP变为主后，下方设备端发送大量soe，由于当前规约在接收soe时同时putayx导致有异常告警；现将规约逻辑修改，在接收soe后不再执行putayx；
fep的c端规约，大平台c端规约，3.1版本c端规约 都修改
