Description

告警统计数量时告警多态处使用了未初始化的变量导致统计错误，复现方法：一个故障点+本点soe事项(soe等级为事项，故障等级不为事项)，dcdebug变位；
ISDataServer一键批量清闪管道接口返回值未返回调整；

增加告警日志记录，每处理一条告警，就产生一条日志，日志增多，测试em_loger保存不丢失，28秒保存9千条告警日志；
