Description

1.之前加入到符号库的图元坐标并没有按照（0，0，40，40）的坐标系设置，导致下次打开不同的SVG图却有同种图元的时候会发生位置错乱
2.现在需要在添加进符号库(也就是写入到cfg/symbolset.svg)之前需要处理一下图元的位置大小，统一在（0，0，40，40）的坐标系中读取图元的相对坐标再写入
