Description

目前的类型为uchar，只支持256个状态描述；
扩大至short类型。
影响：实时库列模式；em_css; libalm; libctrldlg; in_sequenceCtrl; in_Reaction
实时库“MTState”/ "DoToDi" / "statedesc" ：DescValue字段类型改为2；
参数库 TB4005_MEASTYPESTATE / TB4025_STATEDESC / TB4011_DO 中的F4025_DESCVALUE 类型改为smallint 长度 6

1: F4025_DESCVALUE字段扩大；
2: 实时库修改
3: 参数库修改
