1.场景联动步骤升级脚本；
创建TB4045_SCENEREACTION，TB4046_SCENESTEP两张表并修改对应基础表；
2.PA语音表新增字段char 1024;（暂时不做，被否）

场景联动步骤表中F4046_CTRLOBJ字段长度由64更改为24（3.0.5版本的字段未扩展，所以使用24长度）
新增：2021.9.29
表SEMODEL.TB0010_RDBTABINFO中
'reactionstep', 'DAC_联动步骤表', 5580,
'scenestep', 'DAC_场景步骤表', 6001
是否按对象访问字段由0改为2
新增：
基础表维护 报警消息格式表 （以广州数据为例）维护
